Department of the Treasury

The Department of the Treasury (DT) provides technical support for the Government’s economic and financial policy choices, and drafts macroeconomic strategies and programming documents. It is also responsible for analyzing national and international economic, monetary, and financial issues, and is in charge of managing public debt. Additionally, the DT is responsible for the State’s shareholdings, financial interventions in the economy, the regulation and oversight of the credit and financial system, and the management of State property.

Tasks and responsibilities

The Department is responsible for the following:

  • analyzing national and international economic, monetary, and financial issues
  • drafting economic and financial planning guidelines
  • managing the internal and external public debt
  • financial management of the State’s shareholdings
  • managing State property

 

Department of the Economy

The Department of the Economy (DE) is responsible for financial interventions in the economy, State’s corporate shareholdings and the enhancement of public assets.

Tasks and responsibilities

The Department is responsible for the following:

  • interventions aimed at promoting growth in various sectors, such as support for exports, public guarantees and financial facilities for enterprises and households
  • supervision of bodies and foundations of banking origin and management of State’s corporate shareholdings
  • policies for the rationalisation and enhancement of public assets, including real estate, assets granted under concession and shareholdings held by Public Administrations
  • monitoring and control activities on the implementation of the Consolidated Law on Publicly Owned Companies

 

State General Accounting Department

The State General Accounting Department (Ragioneria Generale dello Stato - RGS) coordinates budget policies and oversees public finances. Its main institutional responsibility is to ensure the proper management and rigorous planning of public resources, and to audit state accounts by monitoring and analysing public spending trends. The RGS also oversees the financial management activities of public bodies.

Tasks and responsibilities

The RGS is responsible for the following:

  • economic and financial planning for the public sector
  • monitoring and oversight of public finance trends
  • drafting and management of the State budget
  • drafting and management of the financial and economic accounts of public administrations
  • management of the State Treasury
  • monitoring and oversight of the State in terms of public financial management
  • analysis, monitoring, and assessment of social spending
  • management of financial relations between Italy and the European Union

 

Department of Finance

The Department of Finance (DF) is responsible for steering and overseeing the national fiscal system, and implements the Minister’s directives in terms of tax policy. It plans and coordinates tax policy strategies, monitors their implementation, and assesses their effects. In particular, the DF is responsible for:

 

Department of Tax Justice

The Department of Tax Justice (DGT) performs the functions and tasks incumbent on the State with regard to the organisation of tax justice services and administrative management in support of tax justice activities.

Tasks and responsibilities

The Department is responsible, in particular, for the following functional areas:

  • planning and administrative management of tax justice activities
  • management and development of the tax justice information system and the telematic tax process
  • management of procurement procedures for goods and services related to the operation of the Tax Courts
  • analysis of tax litigation
  • management of competitions for the recruitment of tax magistrates
  • administrative and economic management of tax magistrates and judges
  • assisting the Minister in his/her dealings with the Self-Governing Body of the tax judiciary

 

Department of General Administration, Personnel, and Services

The Department of General Administration, Personnel, and Services (DAG) is responsible for managing the Ministry of Economy and Finance’s human resources and for organizing its information system. In addition, it is also in charge of the Ministry’s institutional communications. The DAG provides services to other Administrations in terms of procurement, managing the salaries of public sector employees, and the rationalization of real estate assets.

Tasks and responsibilities

The DAG is responsible for the following:

  • procurement for public administration
  • paying the salaries of public sector employees
  • managing activities and information systems related to personnel management
  • promoting the Ministry’s activities with the citizenship
