Department of the Treasury
The Department of the Treasury (DT) provides technical support for the Government’s economic and financial policy choices, and drafts macroeconomic strategies and programming documents. It is also responsible for analyzing national and international economic, monetary, and financial issues, and is in charge of managing public debt. Additionally, the DT is responsible for the State’s shareholdings, financial interventions in the economy, the regulation and oversight of the credit and financial system, and the management of State property.
Tasks and responsibilities
The Department is responsible for the following:
- analyzing national and international economic, monetary, and financial issues
- drafting economic and financial planning guidelines
- managing the internal and external public debt
- financial management of the State’s shareholdings
- managing State property
The State General Accounting Department
The State General Accounting Department (Ragioneria Generale dello Stato - RGS) coordinates budget policies and oversees public finances. Its main institutional responsibility is to ensure the proper management and rigorous planning of public resources, and to audit state accounts by monitoring and analysing public spending trends. The RGS also oversees the financial management activities of public bodies.
Tasks and responsibilities
The RGS is responsible for the following:
- economic and financial planning for the public sector
- monitoring and oversight of public finance trends
- drafting and management of the State budget
- drafting and management of the financial and economic accounts of public administrations
- management of the State Treasury
- monitoring and oversight of the State in terms of public financial management
- analysis, monitoring, and assessment of social spending
- management of financial relations between Italy and the European Union
Department of Finance
The Department of Finance (DF) is responsible for steering and overseeing the national fiscal system, and implements the Minister’s directives in terms of tax policy. It plans and coordinates tax policy strategies, monitors their implementation, and assesses their effects. In particular, the DF is responsible for:
- assistance with defining tax policies
- assistance with primary and secondary normative provisions to ensure the application of tax policies
- assistance with the judicial function on tax matters
- management of tax revenue
- coordinating the activities of tax agencies (Revenue Agency, State Property Agency - Italian Version, Customs and Monopolies Agency)
- development of fiscal federalism
The Department of General Administration, Personnel, and Services
The Department of General Administration, Personnel, and Services (DAG) is responsible for managing the Ministry of Economy and Finance’s human resources and for organizing its information system. In addition, it is also in charge of the Ministry’s institutional communications. The DAG provides services to other Administrations in terms of procurement, managing the salaries of public sector employees, and the rationalization of real estate assets.
Tasks and responsibilities
The DAG is responsible for the following:
- procurement for public administration
- paying the salaries of public sector employees
- managing activities and information systems related to personnel management
- promoting the Ministry’s activities with the citizenship
