The Treasury Department publishes the first results of the registration of General Government properties. This project, which started last year, is being carried out in accordance with the provisions set forth in the 2010 Budget Law (article 2, paragraph 222), as part of drawing up the "Market-price Statement of Real-Estate Assets". In addition, the project aims to contribute towards improving the management and valuation process of the state's property, by systematically reporting its assets and their market value.
At 31 March 2011, data have been received from over half the General Government's departments. Over 530,000 property units have been registered (overall, a surface area exceeding 222 million of square metres) and almost 760,000 land units (making up overall 13 billion square metres).
The presumed market value of the property units is between 239 and 319 billion euros and, that referable to land units, is between 11 and 49 billion euros. Values below and above the two estimates are derived from the application, on the surface areas registered, of the minimum and maximum market prices reported by the Observatory for the Real-estate Market of the Agenzia del Territorio, for properties, and the National Institute for Agricultural Economics, for land units.
The project is done entirely through electronic means via the https://portaletesoro.mef.gov.it -Collegamento a sito esterno portal which has been designed not only to serve as a communication channel but also as a service for general government departments. Future developments of the project will enable them to have at their disposal a tool for accessing data on their property assets, which will then be extended to include other asset items. By this same procedure - which started in February 2011 - shareholdings and concessions are also being registered.
