Government debt management is being updated to cope with the Covid-19 emergency. As announced in the new Guidelines for public debt management 2020, published on 14 April, several actions will be implemented to finance the measures taken by the Government to face with the health and economic emergency caused by the ongoing epidemic.
The ministerial decree contributing to set the perimeter and the methods of action of the extraordinary plan for the disposal of public building provided by the 2019 Budget Law is being published on the “Gazzetta Ufficiale” of the Italian Republic. The plan, which has been adopted with a specific Prime Minister Decree, will have positive effects on public finances from different points of view: the direct reduction of central and local Government debt, the possibility - by changing the property and the intended use of some buildings - to encourage the recovery of unused ones.
With the 2020 Budget Law, the Italian government has paved the way for a series of policies that aim to reduce taxes on labour, relaunch investments for environmental and social issues and support the welfare system.
