The state sector borrowing requirement for April 2010 was approximately 14,800 million on a provisional basis; this was better than the figure of 18,379 million for the month of April 2009, being around 3,600 lower.
In the first four months of 2010 a total requirement of around 41,900 million was recorded, around 6,600 million lower than the figure of 48,528 million for the same period in 2009.
Comment
The improvement in the requirement for the month of April 2010 compared to the same month in 2009 is, in the main, due to certain payments that affected the figures for April of the previous year not featuring in the same month in 2010:
- interest to the Cassa Depositi e Prestiti on deposits in the state treasury account, already paid the previous March;
- purchase by social security institutes of property the subject of the SCIP securitization transactions;
- tax refunds in excess of ten years.
Still on the matter of outgoings, the lower payments were in part balanced by greater withdrawals being made from the state treasury by local governments.
Turning to income, the trend regarding revenue from tax and contributions remained positive, while a negative balance was entered regarding net financial flow with the EU.
