- BTP a 7 anni: emissione inaugurale

Il Ministero dell’Economia e delle Finanze comunica di aver affidato a Crédit Agricole Corp. Inv. Bank, Credit Suisse Securities (Europe) Ltd, HSBC France e Unicredit Spa, il mandato per il collocamento inaugurale, mediante sindacato, di un BTP con scadenza 7 anni. La transazione sarà effettuata nel prossimo futuro, in relazione alle condizioni di mercato.

La decisione di entrare sulla scadenza settennale fa seguito a specifiche indagini di mercato svolte durante questi mesi, che hanno evidenziato un’attenzione crescente da parte di investitori ed emittenti su questo segmento della curva dei tassi di interesse.
Il nuovo BTP a 7 anni costituirà un punto di riferimento aggiuntivo sulla curva dei rendimenti italiana e, allo stesso tempo, andrà a coprire una domanda in costante aumento da parte degli investitori, che non poteva essere soddisfatta senza un titolo benchmark su questa scadenza. L’obiettivo del MEF è di soddisfare tale domanda garantendo il giusto equilibrio tra questa nuova scadenza e le altre già esistenti. Inoltre, mediate una presenza stabile e continuativa su questo settore della curva dei rendimenti, il MEF punta a consolidare i risultati conseguiti negli anni in termini di esposizione del debito ai rischi di mercato.
La struttura del nuovo titolo ricalcherà quella dei BTP nominali emessi regolarmente in asta ogni metà o fine mese: prevede cedole semestrali, definite al momento del lancio del titolo, e rimborso alla pari.
Questa prima emissione avviene mediante sindacazione, con consorzio di collocamento composto da banche selezionate tra gli Specialisti in titoli di Stato, che potranno raccogliere ordini da investitori professionali e qualificati. Questa modalità di emissione per il lancio del nuovo titolo è motivata dalla necessità di agevolare una distribuzione rapida ed efficiente del nuovo strumento, assicurandogli una buona liquidità sin dalla sua introduzione sul mercato. Successive riaperture del BTP a 7 anni saranno offerte tramite le aste ordinarie, in modo da garantire al titolo un adeguato flottante finale, in linea con quanto già avviene per i BTP di diversa scadenza.
Mediante le forme ordinarie di comunicazione al mercato, il MEF fornirà puntualmente appropriata informazione sulle successive emissioni del BTP settennale e su come queste si inseriranno nei futuri programmi di emissione.

The decision to tap the seven year maturity comes after thorough market enquiries carried out in the recent months that have highlighted an increase focus by investors and issuers on this segment of the yield curve.
The new 7 year BTP will represent a new reference point on the Italian nominal yield curve and at the same time, it will cover the ever-growing demand from investors that could not be satisfied without a benchmark bond on this maturity. The MEF’s goal is to meet this demand, providing the right balance between this new maturity and the existing ones. Moreover, keeping a stable and continuous presence on this segment of the yield curve, the MEF is aiming at enhancing the results obtained in recent years as far as the debt exposure to market risk is concerned.
The design of the new instrument totally replicates that of existing nominal BTPs issued regularly during middle and end-of-month auctions: semi-annual coupons, set at the launch of the bond, with redemption at par.
The first issuance will be launched through syndication, with a consortium of banks selected among Specialists in government bonds that will collect orders from professional and qualified investors. This issuance methodology for the launch of the new bond addresses the need to facilitate a quick and efficient distribution of the new instrument, thereby reaching a satisfactory liquidity since its inception. Future re-openings of the 7 year BTP will be offered to the market via auctions, in order to ensure an adequate final outstanding volume, in line with what already happens for BTPs at other maturities.
By means of the traditional forms of communication to the market, the MEF will provide timely appropriate publicity regarding each issuance of the 7 year BTPs and their inclusion in future issuances programs.
