Le aste a medio-lungo termine di metà dicembre hanno registrato un risultato decisamente positivo.

Sono stati proposti al mercato tre BTP, un on the run (il quindicennale con scadenza 1º agosto 2023) e due off the run (un ex decennale con scadenza 1º agosto 2014 e un ex quinquennale con scadenza 15 aprile 2012).

Per il titolo a 15 anni, gli importi offerti erano compresi tra 750 e 1.500 milioni e il Tesoro, a fronte di una domanda pari a 2.394 milioni ha deciso di collocare 1.403 milioni, a condizioni anche migliori rispetto alla media delle quotazioni sul mercato secondario (- 4 punti base in termini di rendimento).

Per gli altri due BTP, il quantitativo cumulativamente offerto era compreso tra i 1.500 e i 2.500 milioni, e il Tesoro ha deciso di assegnare 1.447 milioni del BTP 1º agosto 2014 – a fronte di una domanda pari 2.263 milioni – e 999 milioni del BTP 15 aprile 2012 - a fronte di una domanda di 1.831 milioni. Anche in questo caso l'ammontare allocato è stato prossimo ai massimi della "forchetta" e a condizioni di costo più convenienti rispetto a quanto espresso dal mercato; infatti i titoli sono stati emessi a rendimenti inferiori rispettivamente di 2,7 e 4 punti base rispetto ai livelli medi di secondario.

Ciò che stupisce è che MF confonda le aste, il cui esito è quello sopra descritto, con i collocamenti supplementari riservati agli Specialisti in titoli di Stato, ai quali è data facoltà, fino alle ore 15,30 del giorno successivo all'asta, di sottoscrivere - al prezzo di aggiudicazione - una percentuale del quantitativo offerto nell'asta medesima (in questo caso pari al 10%). Si tratta pertanto di un collocamento a tasso fisso, di cui gli Specialisti si avvalgono a loro esclusiva discrezione, e il Tesoro, nella sua programmazione delle emissioni non fa affidamento sulla copertura potenziale che ne deriva (pur tenendone conto, com'è ovvio, nel calibrare i quantitativi delle emissioni successive).

Se si fa una retrospettiva dei collocamenti supplementari, la loro natura di "opzione" a disposizione degli Specialisti emerge con chiarezza, non essendo affatto raro, anche in condizioni di mercato particolarmente favorevoli, che non vi siano richieste in tale fase.

Si sottolinea che i collocamenti supplementari, configurati giuridicamente come tranche a sé dei titoli in emissione, esistono dal 1994.

Medium and long-term auctions in mid December had decidedlypositive results.

Three BTP were offered to the market: one on the run (the fifteen-year withmaturity 1 August 2023) and two off the run (an ex ten-year, maturity 1 August2014 and an ex five-year, maturity 15 April 2012).

For the 15 year bond, the amounts offered were between 750and 1,500 million; the Treasury, having received bids for 2,394 million,decided to place 1,403 million, on conditions more favourable than the averageof listings on the secondary market (-4 basis points in yield terms).

For the other two BTP, the total amount offered was between1,500 and 2,500 million; the Treasury decided to allocate 1,447 million 1August 2014 BTP, having received bids for 2,263 million, and 999 million 15 April 2012 BTP, having received bids for 1,831 million. Here too the amountallocated was close to the range maximums and at more favourable prices whencompared to the market; the bonds were in fact issued with yields 2.7 and 4basis points lower respectively than the average levels on the secondarymarket.

What is amazing is that the MF confuses the auctionsmentioned above with the additional allocations reserved to state bondspecialists, who, up until 15.30 on the day following the auction, canunderwrite - at the allotment price - a percentage of the amount offered in thesaid auction (10% in this case). This, therefore, is a placing at a fixedrate, which the specialists can take advantage of at their sole discretion; theTreasury places no reliance on the potential coverage that could result from itwhen planning issuances (though taking it into account, of course, in gaugingthe amounts of subsequent issuances).

An additional allocations retrospective would clearlydemonstrate that they are 'optional' and at the discretion of the specialists;it is by no means rare in fact for there to be no offers to underwrite in anadditional allocation, even where market conditions are particularlyfavourable.

Additional allocations, it should be pointed out, have beenbeen taking place since 1994, legally in the form of 'tranches' independent of issuance bonds.
