- Revenue report, the comparison between estimated and actual revenue in the early part of the year is merely a first approximation

The Report on revenue and contributions is published monthly on the institutional web sites of the Finance Department and State General Accounting Department.

The Report, drafted as required by law (art. 14, paragraph 5, of Law 196/2009), monitors revenue and contributions on a monthly basis.

Specifically, the report compares the trend in revenue, as recorded in the period under examination with ‘monthly' forecasts; the latter are obtained by assigning to yearly ones the seasonal profile as recorded in the previous year. From a statistical viewpoint therefore this is not a particularly sophisticated method, exposed, as it is, to a temporal mismatching from one month to the other.

The comparison between revenue and forecasts referring to the first four months of the year shows a negative deviation of 3.5 billion euros. The same comparison referring to the first three months showed an even greater deviation, of 4 billion euros.

Therefore, the comparison between forecasts and actual revenue in the first months of the year merely provides a first approximation on the current trend and cannot be taken as an indicator of what the actual deviation might be at the end of year between forecast and the final revenue from taxes.

More specifically, in addition, the effects of the policies drafted in 2011 will show up over the next few months; more accurate figures will only be obtained with the revenue from the IMU and from the self-assessment of direct taxes.
