The prime minister's decree that reduced by 17 percentage points the advance payment of the personal income tax (IRPEF) due for the 2011 fiscal year was issued in application of article 55 of D.L. 78/2010, as amended by the 2012 Financial Stability Act (Law n. 183 of 12 November 2011, n.183).
This last measure came in the wake of the financial effects of D.L. 78/2010 which reduced revenue to € 3.050 million as a consequence of the postponement of the 2012 IRPEF advance payment.
An indirect consequence of the IRPEF advance payment reduction is that taxpayers will have a temporary increase of available resources.
On the basis of the indications that have been provided, it should be observed that if salaries or pensions have already been paid without considering the reduction of the advance payment, the withholding agents will return the sums that have been withheld from the wages paid in December 2011. If the withholding agents are not in a position to return the sums withheld from the wages paid in the month of December, the same should be returned in the following month.
